SRINAGAR, Jul 14: Chief Secretary Atal Dulloo on Sunday chaired a high-level meeting to review the implementation of the Ayushman Bharat Digital Mission (ABDM) in Jammu and Kashmir, directing officials to accelerate integration of patient data and digital services across the Union Territory.
The meeting, attended by the Secretary Health & Medical Education, Managing Director ABDM, principals of Government Medical Colleges, and senior health officials, focused on linking patient health records with Ayushman Bharat Health Account (ABHA) IDs and merging Sehat, ABDM, and HMIS portals to create a unified digital healthcare ecosystem.
Highlighting the need for swift action, Dulloo emphasized that continuous updating of patient health records must be ensured so individuals can access care seamlessly without relying on paper documents. He also called for universal implementation of the ‘Scan and Share’ facility in all health institutions and rationalization of manpower to support data entry for the HMIS module.
In a push for greater accountability, the Chief Secretary urged the health department to expedite the Health Professional Registry (HPR) and take strict measures against delays. He suggested technical collaboration with BISAG-N to meet digitization targets under the ABDM framework effectively.
Secretary H&ME, Dr. Shah, briefed the meeting on ongoing digital initiatives, including the rollout of HPR, integration of radiology reports with ABHA IDs, and significant adoption of the Scan and Share facility. He expressed the department’s commitment to achieving full saturation of these initiatives within set timelines.
Managing Director ABDM, Anant Dwivedi, presented the mission’s progress across its three core pillars: ABHA IDs, Health Professional Registry, and Health Facility Registry (HFR). He reported that 94.49 lakh ABHA IDs have been created—covering nearly 70% of the target population. Additionally, all 3,607 public health facilities have been registered under HFR, alongside 87% registration of public doctors and full registration of public nurses.
The meeting also noted that over 20.58 lakh digital health records have been linked to ABHA IDs, with 1.44 lakh new records added since May. Moreover, 104 out of 105 health facilities are now using the HMIS (JK-e Sahaj) portal, and more than 71 lakh Scan and Share tokens have been generated so far.
Commending the department’s progress, Dulloo stressed the need to maintain momentum to ensure full digital inclusion and to build a future-ready health ecosystem that benefits every citizen of Jammu and Kashmir.
