SRINAGAR, Aug 19: The Jammu and Kashmir administration is set to introduce a major governance reform by digitizing and streamlining the updation of Recruitment Rules (RRs) and the timely conduct of Departmental Promotion Committees (DPCs) across all government departments.
The initiative was finalized during a high-level meeting chaired by Chief Secretary Atal Dulloo, attended by Administrative Secretaries of key departments, including the Commissioner Secretary, ARI & Trainings Department.
The Chief Secretary stressed that resolving human resource issues of employees, such as promotions and recruitment rules, is as vital as other administrative priorities. He cautioned that neglecting these matters undermines both employee morale and departmental performance.
Calling for a technology-driven approach, Dulloo directed the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) to develop a dedicated portal to manage RR updation and DPCs. The system will provide real-time operations, online monitoring, and accountability, ensuring transparent and time-bound outcomes.
To fast-track the reform, a committee headed by Principal Secretary, PWD, with Commissioner Secretary, GAD, and Commissioner Secretary, ARI & Trainings as members has been constituted to work out implementation modalities. The Chief Secretary also instructed the ARI & Trainings Department to organize capacity-building programmes for officers once the system is rolled out.
According to Principal Secretary, PWD, Anil Kumar Singh, the upcoming web-based system will improve efficiency, transparency, and timeliness in service matters. The platform will offer unique proposal IDs, department-specific dashboards, online submission and vetting of RRs, automated alerts for pending actions, and a centralized digital repository of all recruitment rules.
Each department will appoint trained Nodal Officers to ensure smooth functioning of the portal. The reform is expected to complete the cycle from proposal submission to Standing Committee recommendations within fixed deadlines—a preliminary review in 15 days followed by final examination and recommendations in a defined timeframe.
Officials said the initiative reflects the administration’s strong commitment to good governance by leveraging technology to simplify procedures, strengthen accountability, and build a motivated workforce in Jammu and Kashmir.
