J&K Police Intensifies Crackdown on SIM Card Misuse; Property of Pak-Based Terror Handler Attached

SRINAGAR, Oct 8: The Jammu and Kashmir Police on Wednesday launched a comprehensive crackdown on the misuse of SIM cards, while simultaneously attaching property of a Pakistan-based terror handler in Budgam district, officials said.

As part of a coordinated drive, police conducted inspections and verification checks at SIM vendors in Anantnag, Kulgam, Sopore, and Baramulla. Officials said the operation aimed to enforce Know Your Customer (KYC) norms strictly, prevent unauthorised activations, and curb potential exploitation of mobile networks for anti-national activities.

In Anantnag, vendors were sensitised about their legal obligations under Department of Telecommunications (DoT) guidelines. “They were instructed to maintain accurate records and ensure proper verification to prevent misuse of communication channels,” police said. Sopore police carried out surprise inspections to identify fraudulent SIM issuance, cyber fraud, and impersonation.

In Baramulla’s Sub-Division Uri, a large-scale verification drive covered multiple police stations, including Uri, Boniyar, Bijhama, Kamalkote, and Uroosa. Officers said most vendors adhered to the laid-down procedures but were reminded to maintain biometric verification records. Kulgam police also carried out surprise inspections to ensure compliance.

Meanwhile, in Budgam, police attached a 3-kanal-19-marla property belonging to Fayaz Ahmad alias Gadda, who had exfiltrated to Pakistan and was allegedly using the property to finance terrorist activities. The action was taken under Section 25 of the Unlawful Activities (Prevention) Act (UAPA) after sanction was obtained in FIR No. 56/2019 of Police Station Chadoora. Authorities said the property was being alienated to generate funds for terrorism.

Police confirmed that Fayaz continues to operate from Pakistan, and reiterated that the crackdown on SIM card misuse and terror financing reflects sustained efforts to dismantle networks supporting anti-national activities in the Valley.
