Govt. Grants Sanction for Prosecution of J&K Revenue Secretary in Arms Licence Scam

Jammu, Jan 31: The Government of India has granted sanction for the prosecution of Jammu and Kashmir’s Revenue Secretary, Kumar Rajeev Ranjan, in connection with the notorious arms licence scam.

The Department of Personnel and Training, Ministry of Personnel and Training, informed Vishal Sharma, Deputy Solicitor General of India, that it has approved the prosecution of Kumar Rajeev Ranjan in a case filed by the Central Bureau of Investigation (CBI) in 2018.

A communiqué from the department, referring to an email sent on December 23, 2024, stated, “An order conveying the grant of sanction against Kumar Rajeev Ranjan, IAS, in CBI RCCHGO51201850007, under Section 6 of the Prevention of Corruption Act, 2006, for alleged offences under Section 5(2) of the PC Act, 2006, has been issued on November 28, 2004, with the approval of the competent authority.”

The case traces back to 2017 when the Rajasthan Anti-Terrorism Squad (ATS) uncovered a massive arms licence scam involving deputy magistrates in Jammu and Kashmir. Initially investigated by the Jammu and Kashmir Police, the case was later handed over to the CBI by then-Governor NN Vohra.

The investigation revealed that, between 2012 and 2016, deputy commissioners across various districts in J&K had illegally issued bulk arms licences to non-residents using forged documents in exchange for monetary bribes. The scam involved several deputy magistrates and officials engaged in the fraudulent activity.
