Six J&K Doctors Banned for Private Practice During Duty Hours, Unethical Referrals

SRINAGAR, July 28: The Jammu and Kashmir Government on Monday imposed a ban on six doctors for allegedly engaging in private practice during official duty hours and making unethical referrals to private Empanelled Health Care Providers (EHCPs), violating the guidelines of the Ayushman Bharat – PMJAY/SEHAT Scheme.

As per a government order issued by the Health & Medical Education Department, following an evaluation by the State Health Agency, the banned doctors were found to have repeatedly breached official protocols, undermining the integrity of the government health scheme.

Among those barred for private practice during duty hours are:

  • Dr. Bilal Ahmad Bashir, Consultant Surgeon, GMC Anantnag – 312 cases
  • Dr. Ishaq, Medical Officer, DH Pulwama – 170 cases
  • Dr. Younis Kamal, Associate Professor Orthopaedics, GMC Anantnag – 185 cases

Three more doctors were found guilty of unethical referrals to private EHCPs:

  • Dr. Vikas Gupta, Medical Officer, CHC Hiranagar – 19 cases
  • Dr. Manju Kumari, Medical Officer, EH Vijaypur – 18 cases
  • Dr. Raj Kumar Bhagat, Medical Officer, DH Samba – 12 cases

The order noted that their actions “significantly outweighed their contribution to government service,” and posed a serious threat to the credibility and objectives of the AB-PMJAY/SEHAT Scheme.

Authorities have initiated further proceedings as per service rules, and strict monitoring measures are expected to follow across government hospitals in the Union Territory.
