Telangana HC Allows ( KNRUHS ) Odisha Student to File Representation for NRI MBBS/BDS Admission

Hyderabad, Oct 6: The Telangana High Court on Monday granted an Odisha resident, who missed the deadline for exercising web options under the NRI quota for MBBS/BDS admissions, the liberty to file a representation with the Warangal-based KNR University of Health Sciences (KNRUHS).

The petitioner, an Odisha resident, had initially applied under the management quota and subsequently submitted an application with fees for the NRI quota on September 19, 2025. He secured 169 out of 720 in NEET, with an All India General Category rank of 9,52,103. However, due to technical issues, he could not exercise his web option for the NRI quota before the September 24, 2 pm deadline. His request to KNRUHS to consider his application was not entertained, prompting him to approach the court.

KNRUHS, represented by its counsel, opposed the plea, citing a notification dated September 22, 2025, which stated that candidates who fail to exercise the web option in the first counselling phase are ineligible for subsequent phases to prevent seat blocking. Corrigenda issued on October 4 and 6 allowed fresh registration only for candidates who had exercised their web options earlier, which the petitioner had not done.

After hearing both sides, the court granted the petitioner the right to submit a representation to the university. The bench directed that the university consider the representation in accordance with law within two days or during the remaining mop-up counselling, allowing the petitioner to exercise the web option for unfilled seats if deemed eligible.

The court clarified that its order does not express any opinion on the “merits of the case,” leaving the final decision to the university’s discretion.

This development provides the petitioner a crucial opportunity to secure admission under the NRI quota, highlighting the court’s role in ensuring procedural fairness in medical counselling.
